Recommendation to Rescind the Resolution to join FCM-ICLEI Partners for Climate Protection Program

In 1992, Canada signed on to the United Nations Agenda for the 21st Century.

Asserting, so-called sustainable development was needed to counter ”human activities that resulted in global climate change, and a lack of scientific certainty shall not be used as a reason for postponing” sustainable development. (Municipal Primer 1994)

Sustainable Development

The term sustainable development was coined in the Brundtland Commission, which states that “Land…cannot be treated as an ordinary asset, controlled by individuals..(and) public control of land use is… indispensable.”

Municipal Primer

1994, a Municipal Primer on Agenda 21 was sent to Canadian municipalities "Promoting Sustainable Development Through Local Strategic Action.”

On Page nine of the Municipal Primer is a flowchart of how Agenda 21 is being implemented through Canadian Municipalities.

Partners for Climate Protection Program

In 1994, the Partners for Climate Protection Program was established to provide information for decision-making, based on UN Directives and technical assistance… drafting all our municipal plans with an emphasis on sustainable development, gender, diversity and inclusion and other UN directives, which restrict private property rights and drive “human populations” off the land and into “settlement areas.”

Councils decision-making options are then limited to UN Directives, and Councilors who oppose any particular UN Directive face consequences. See the recent article on North Bay's $36,000 Councilor Witch Hunt.

Municipal Plans

Thorolds’ Strategic Plan 2020-2023 is a Municipal Strategic Plan developed by a local Elected Council and Corporate Staff the Municipality.

Once partnered with the FCM-ICLEI-PCP Program Strategic Plans are drafted by them and based on UN Directives. See the City of Kawartha Lakes Strategic Plan.

Recommendations

Those in public office hold decision-making responsibilities. UN Directive Programs limit councils decision-making options.
