Canada signed on to UN Agenda 21 in 1992, along with 178 Nations.
Agenda 21, is the United Nations Agenda for the 21st Century.
What Do Municipalities have to do with Agenda 21?
In 1994, the United Nations, Municipal Primer, on Agenda 21, subtitled, “Promoting Sustainable Development Through Local Strategic Actions” was sent to all Canadian Municipalities.

Basis of Agenda 21
The reason given for implementing Agenda 21 is found on page 4, “that human activities have resulted in change in global climate and are expected to do so in the future.”
It goes on to say that, “the precautionary approach shall be widely applied and lack of scientific certainty shall not be used as a reason for postponing cost effective measures to prevent environmental degradation.”
For this reason, I put forward the World Climate Declaration, signed by over 1800 scientists, stating that “There is No Climate Change Emergency,” in my deputations.
Endgame of Agenda 21
Sustainable Development… According to the Municipal Primer, “the Brundtland Commission coined the term sustainable development.” A term which directly targets private property rights and drives future growth to settlement areas.

“Land…cannot be treated as an ordinary asset, controlled by individuals and subject to the pressures and inefficiencies of the market. Private land ownership is also a principal instrument of accumulation and concentration of wealth and therefore contributes to social injustice; if unchecked, it may become a major obstacle in the planning and implementation of development schemes. The provision of decent dwellings and healthy conditions for the people can only be achieved if land is used in the interests of society as a whole. Public control of land use is therefore indispensable….”
This Happened Through a Partnership
Partners for Climate Protection, est.1994
In 1994, a Program called Partners for Climate Protection, was established as a means of implementation.
PCP is funded by the Government of Canada through the Green Municipal Fund and ICLEI International Council on Local Environmental Initiatives, (a subsidiary of the United Nations) and administered by the Federation of Canadian Municipalities (FCM).
“It consists of a five-step Milestone Framework that guides you as you take action against climate change by reducing emissions in your municipality.”
PCP membership is free and gives you access to tools, networking venues, events, case studies and other informational resources. Members also have access to a PCP Secretariat that offers coaching and technical assistance support.”
Its Free, So, What`s the Catch?
Once partnered, the PCP becomes the main source of municipal plans, including the integration of Gender, Diversity, and Inclusion ideology.
Simply stated, our municipal plans are being drafted by internationally affiliated organizations.

Download the Resolution
Pass the Resolution through a motion? (still finding out the process)
Sign the Resolution with One Elected Member and one Corporate Staff who become responsible for the File.
Mail the Resolution to PCP Headquarters in Ottawa.
What Can We Do?
Step One: Check if our municipalities have partnered with PCP by clicking here.
Step Two: Using the same link, find out what year your municipality joined.
Step Three: With the help of your City Clerks Office, find the exact date the resolution was passed and who signed it? Or who is “responsible for the file.”
This is the original Resolution that opened the door for Agenda 21, Action Plans to be downloaded into your Municipality for Council Approval.
Step Four: Once found, use this resolution as a reference in your Agenda 21 Deputations, to avoid deputations being denied based on Jurisdiction.
Sidenote: Instead of using the term Agenda 21, use UN Directives…(they like that term).
Start the Reversal with well-attended deputations against Agenda 21 items, reinforced with common-sense, public awareness, regarding climate change and recommendations to opt out of the FCM-ICLEI-Partners for Climate Protection Program.

Step Five: Motion to opt out of the FCM-ICLEI-Partners for Climate Protection Program
This Reversal is Accomplished when an Elected Members of Council, puts forward a Motion to opt out of the FCM-ICLEI-Partners for Climate Protection Program and it is approved.

Deputation Being Denied Based on Jurisdiction?
The team in Orillia had their deputation request denied based on Council Procedures to deny deputations based on jurisdiction. I called the clerk who directed me to Section 22.7.6 (b)(i) of thier Council Procedures.
Tactfully, I changed the topic to ask for assistance in locating the meeting where the Corporation of the City of Orillia partnered with FCM-ICLEI and gave him the wording of the resolution.
They partnered on May 6, 2019 through bylaw 2019-54 and it was signed by Mayor Clark and Renee Recoskie, Manager, Property and Environmental Sustainability.
Referencing this resolution should show the clerk and mayor that deputations on Agenda 21 are under the Councils Jurisdiction.

Thorold, a Municipality in Niagara is moving to renew their agreement with Partners for Climate Protection. A local councilor is bringing forward a notice of motion to opt out of any further involvement with the PCP or any affiliates. March 9th Rally
Nationwide demonstrations against International Influences is being planned by Stand United, BC, for March 9, including a demonstration in Ottawa.
A demonstration against PCP is being planned in Ottawa on March 8th at 11 PM, with a march from Parliament Hill and speeches at the PCP Headquarters, 24 Clarence Street for 1 PM. (Respond to this email to assist with the March 9th Rally).
I find it interesting that in the entire world there are 2500 municipalities involved and 500 of them are in Canada. My small city is one and I know that as we have to put our garbage in clear garbage bags and if it is deemed 10% or more that can be recycled you get a $75 fine. We are allowed a privacy bag for the bathroom. Now we have begun sorting more things separately. Containers in the bin and then Styrofoam in a separate bag, and soft plastic in a separate bag on top. Separate bin for paper and only a certain amount of cardboard is now allowed for pickup. Recycling paint is a limited amount and seems to depend on who you are.
