Acknowledging the Contributions of Shelagh MacFarlane and Clarifying Early Inaccuracies
It is important to acknowledge that in my early deputations to councils, particularly at Peterborough Town Council on June 26, 2023, I referenced insights from Shelagh MacFarlane without fully verifying the accuracy of certain claims.
As I was in the early stages of speaking publicly on these issues, I should have taken greater care in confirming the details before presenting them. For that, I take full responsibility.
Shelagh has since accused me of stealing her work and misrepresenting it, but the truth is that while I was initially intrigued by her approach, I later found that she could not substantiate many of her claims. However, I do respect the broader movement advocating for an oath change that better reflects an official’s duty to serve the people, and I believe this can be pursued without hostility or division.
Addressing the Inaccuracies
Some of the key inaccuracies in my early statements that came from Shelagh MacFarlane included:
Municipal Restructuring: I initially stated that after signing onto UN Agenda 21, Canada’s local governments were restructured into UN City-States. However, while global policies were introduced through local governance structures, the municipalities themselves were not legally restructured. The Municipal Primer provided a blueprint for Agenda 21 implementation but did not alter municipal legal frameworks.
Role of the CAOs: I previously claimed that Chief Administrative Officers (CAOs) were installed to advance a global agenda instead of local priorities. While it is true that CAOs oversee municipal services, their involvement in UN directive programs stems from council decisions rather than external imposition. Municipalities voluntarily participate in programs like the Partners for Climate Protection Program, which councils can also vote to exit at any time.
Public-Private Partnerships: The suggestion that all mayors and councils were “partnered” with a private corporation (CITY) to enforce global policies was an overstatement. While public-private partnerships (PPPs) have influenced local governance, this relationship existed before Agenda 21. The concern lies not in their existence but in how they have been leveraged to advance international policies over local interests.
ICLEI’s Influence: While I correctly stated that ICLEI receives funding and provides consulting to municipalities, I previously suggested that ICLEI is directly controlled by the UN. In reality, ICLEI is a non-governmental organization (NGO) that aligns closely with UN goals but operates independently. Its funding mechanisms and influence over municipal policies remain concerning, but municipalities retain the ability to reject ICLEI initiatives.
Moving Forward
These clarifications are necessary for strengthening our movement with verifiable, fact-based arguments. I appreciate the dedication of those, like Shelagh, who are committed to exposing globalist influence in Canada. However, I firmly believe that solutions must be pursued through education, clear communication, and community engagement—rather than hostility or division.
The KICLEI approach, which I advocate through Gather 2030 and KICLEI Canada, remains distinct from Shelagh’s POGG approach. KICLEI focuses on empowering communities by educating councils on the voluntary nature of UN programs and offering actionable steps to withdraw.
While mistakes were made in the early stages, this learning process has only strengthened our ability to present well-researched, actionable solutions that can genuinely empower communities to push back against globalist overreach.


I hope all municipalities towns cities reject the UN agenda. It is all steps to a new world order of control. This has been a free society of the western world for many years so gaining control over a free society takes many steps and many years.

Fear is a great tool to deceive people for control. Zombies running and hiding in their homes afraid of a virus that had already been circulating for 4 or 5 months while everyone was living normally. How stupid could people be to fall for the baloney spewed by corrupted people.
While these elites and world leaders insult us with climate change and eating bugs they are enjoying lavish feasts. Living along the ocean coast not afraid of global warming eroding,their beachfront mansions and flying on jets everyshere. Yes look at France Macron lavish spread for King Charles with no bugs in sight.
I hope municipalities towns and cities look at the hypocrisy and resist these evil people who slap hard working citizens in the face so to speak.
