Consequences of partnering with the FCM-ICLEI Partners for Climate Protection.

Municipalities are generally broken up by Cities and Counties which have smaller townships.

Official Plans are for Counties and Municipalities.

Counties partner with the FCM-ICLEI Partners for Climate Protection Program PCP, who then "help" draft the Official Plans for the County based on Sustainable Development, the idea that “land cannot be treated as an ordinary asset, controlled by individuals... and public control of land is indispensable,") Brundtland Commission.

Official Plans drafted with the "help" of the PCP have similar outcomes.

• Property rights are restricted.

• The land owners ability to sever their land is limited, leading to the sale of the entire lot.

• Limited natural development of rural townships.

• Limited growth in rural townships to drive "human populations" to "settlement areas."

• Lower growth mean less tax revenue for smaller townships.

• This leads to a degradation of services and infrastructure to rural areas.

Thus the slow death to our small towns and rural communities.
