Hello, my name is (Maggie Braun) and I’m here to address the (agenda item) environmental committee reports.
Agenda Item
Example: Peterborough's Environmental Committee Reports, June 2023
Report PEAC 23–010 contains a link to a plan identifying actions required to achieve NetZero by 2050. Measures include a vague reference to "targeting mobility."
Report PEAC 23–002 states that Peterborough declared a Climate Emergency in 2019 and participated in ICLEI Canadas' Advancing Adaptation Project, receiving a grant for $15,000.
This report states that the recent reductions in GHG emissions were PRIMARILY the result of the COVID-19 pandemic "modifying our travel patterns,"; which is repeated in report PEAC 23–009

Origin
The FCM-ICLEI PCP program began taking members in 1994, two years after Brian Mulroney signed Canada into U.N. Agenda 21. A total of 178 countries agreed because this international agreement promised to bring "big money" to go "green."
Once signed, Canada became a U.N. Member State and a nation-state, and all our towns were abandoned or merged with others to form the UN CITY STATES, of which (Closest City of Influence) is now one.
By the year 2000, we saw countries being "governed" by the direction of the United Nations, G7, G20, Council of Foreign Relations, World Bank, World Economic Forum (WEF), World Health Organization, and ICLEI, the International Council on Local and Environmental Initiatives; this is an unelected international organization partnered with the Government of Canada to provide information for decision-making to local Councils through the Federation of Canadian Municipalities.
Aim
The Federation of Canadian Municipalities created the Partners for Climate Protection Program in 1994 and sent a Municipal Primer to all Canadian Municipalities, subtitled "Promoting Sustainable Development Through Local Strategic Action."
Let us define Sustainable Development. The Brundtland Commission coined the term, stating, "Land cannot be treated as an ordinary asset, controlled by individuals, and public control of land use is indispensable… to save the resources for future generations."
On page nine of the Municipal Primer is a flowchart of how Agenda 21 would be implemented through Canadian Municipalities; this is a blueprint for achieving sustainable Development. Notice the means of implementation: promoting education, public awareness, training, and information for decision-making.
The Partners for Climate Protection Program is a means of implementation, providing information for decision-making based on Agenda 21 or U.N. Directives.
Benefits: It offers tools, networking venues and events, case studies and other informational resources, and access to the PCP secretariat, which provides coaching and technical assistance.
Supporting Rationale for PCPP
The supporting rationale for the Program is found in their joining resolution, which states that it is well established that climate change is increasing the frequency of extreme weather events and… that these pose a serious threat to our natural environment, our health, our jobs and our economy, and that Canada has committed to limiting the global temperature increase to below 2 degrees Celsius according to the Paris Agreement; this echoes the municipal primers of 1994's rationale, which further states that a "Lack of scientific certainty shall not be used as a reason for postponing "sustainable development."
Other Considerations
Now, let's jump ahead 30 years and consider the World Climate Declaration, signed by almost 1900 scientists. It states that "There is No Climate Emergency." The following scientific statements are from this Declaration and related peer-reviewed studies.
Only 0.3% of published scientists state in their papers that recent warming is primarily man-made—the earth's orbit and tilt drive glacial-interglacial changes. The geological archive reveals that the earth's climate has varied as long as the planet has existed. The Little Ice Age ended as recently as 1850, so it's no surprise that we are now experiencing a warming period.
This research alone would suggest that human activities have little impact on global climate compared to natural factors and that limiting the global temperature increase to below two degrees Celsius is impossible.
The World has warmed significantly less than Predicted by the IPCC, the U.N. Intergovernmental Panel on Climate Change (IPCC), which is the main source of research for the PCP.
IPCC's computer models exaggerate the effects of GHG and ignore its benefits CO2.
CO2 is not a pollutant; it is the basis of all life on Earth. It is not the primary GHG; it is water vapour. CO2 makes up just 0.04% of the earth's atmosphere, and its warming effect declines as its concentrations increase.
CO2 is plant food; it feeds people. Additional CO2 in the air increases soil moisture, promotes growth in global plant biomass, and is profitable for agriculture, increasing crop yields worldwide.
Global warming has not increased natural disasters. Most of Antarctica is Cooling and Gaining Ice. There are more Polar Bears Today than 50 Years Ago. Extreme Heat Events, Forest Fires, Landfall Hurricanes, Extreme Tornadoes, and Droughts are in Decline, and fewer people are dying from temperature-related deaths because the cold kills far more people than heat every year.
There is no statistical evidence that climate change is increasing the frequency of extreme weather events or posing a risk to our natural environment, health, jobs and economy.
There is Ample Evidence that CO2-Mitigation Measures are as Damaging as they are Costly. Climate policy must respect scientific and economic realities.
No climate emergency exists, so there is no cause for panic and alarm. We strongly oppose the harmful and unrealistic net-zero CO2 policy proposed for 2050. Instead of mitigation, go for adaptation; adaptation works regardless of the cause.
Benefits—We have already covered the benefits of the Program, and of course, it's free, so what's the catch?
Disadvantages - Talking points may depend on the Agenda Item and time allowed for the delegation.
Municipal Plans drafted by the PCP are brought forward by unelected city staff and emphasize U.N. Directives: sustainable development, reducing GHG emissions, targeting mobility and energy security and equity, diversity and inclusion. City staff should consult with the people who live and work in the region. Posting links to PCP surveys with options to pick our top three S.D. action items, consulting with "local" NGOs, named "Sustainable (insert city name)," partnering with ICLEI and denying public deputations opposed to U.N. Directives is not proper public consultation.
Official Plans based on sustainable Development restrict private property rights and severances, target mobility, drive future population growth to selected "settlement areas," and reduce tax revenue and services to smaller municipalities. We see the results. Our towns have turned into villages, hamlets, and ghost towns. Once in families for generations, rural homes have been sold off to foreign investors. The land is left unoccupied, and the cities are overwhelmed with healthcare, homelessness, housing, and mental health crises.
Authority of Council: Participating in the PCPP and adopting PCP-compliant plans binds the Council and Municipality to U.N. directives. The PCP Elected Official and Corporate Staff on file will continually put before Council items, which, if approved, will redirect Public funds and assets to private development goals & foreign investors under the guise of "saving the planet." Staff, Committee and Council time will be taken up reviewing, approving and implementing a foreign agenda. Councillors who oppose the U.N. Directives will face the Integrity Commissioner—the Integrity commissioner who is now bound to the Council's past decision to adopt the PCP Program.
Agenda Item Connection-
Example: When you combine this with the Environmental Committee Reports' references to "targeting our mobility," the question becomes whether our SACRED mobility rights are at stake.
Further Considerations- Regardless of Canada being a U.N. Member, no level of government has the authority to implement foreign mandates, policies, treaties or any agreements that violate the Canadian Constitution, the Charter of Rights and Freedoms, the Bill of Rights or the Coronation Oath. Conspiring with foreign powers to assist in any act preparatory to the takeover of our nation is an act of treason according to section 46(1) of the Canadian Criminal Code.
Thankfully, the PCPP is Completely Voluntary, and the Council can make a motion to leave at any time.
Authority of Council—The Council is the municipality's governing body, the custodian of its powers. Councillors alone exercise the power of the municipality through bylaws and resolutions. Councils have a duty to represent the public and protect the integrity of their positions. You, who are elected, are the government. The city staff is not the government. Those who are elected have the power and the authority.
Support the Council—The residents of ____________ want to support you in asserting your authority and protecting the public from these outdated and harmful policies
Recommendations
Example 1) Educational purpose to prevent partnering with the PCP Program

That Council NOT TO SUPPORT any motions TO PARTICIPATE in the FCM-ICLEI Partners for Climate Protection Program (PCP), including approving _____insert item on the agenda_____.
Example 2) Reconsideration of already approved program partnerships
That Council BE DIRECTED TO REVIEW the Municipal Primer of 1994 and World Climate Declaration of 2023.

That an elected official BE APPOINTED as a joint-contact alongside an assigned Planning staff member for PCP program updates and Plan endorsement.

Failing that, Notices of Liability are being served to Mayors, Councilors, CAOs, and City Staff nationwide. We don't want to serve you with Notices of Liability, but you have been informed of the harms and disadvantages of endorsing this Program; the Government of Canada and the Federation of Canadian Municipalizes have waived liability on this Program, leaving Council liability for endorsing and implementing the Sustainable Development Action Items Programs.
Close—So tonight, we are asking the Council to consider our recommendations, the many people here who support them, and all the good people across Canada who lie awake at night wondering what has happened to our country and what needs to be done to fix it.
