UN Takeover of Peterborough County Delayed

On June 26, 2023, Maggie Braun spoke to Peterborough Town Council regarding the UN Takeover of our municipalities.

July 20, 2023, Prime Minister Justin Trudeau visited Peterborough and met with Mayor Jeff Leal, CAO Jasbir Raina and MSM City Hall Reporter for Peterborough City Council. What other business would he have with them other than to discuss the UN takeover?

Soon afterwards, a team from the Township of Douro Dummer reached out with concerns over the Official Plan 2050 for Peterborough County. This plan would drive all future growth to “settlement areas,” restrict farmers rights to sell portions of their land and was almost exclusively, drafted by the out of town, city clerk alongside UN funded consultant groups that represent global interests and not those of the local residence.

Maggie spoke as a delegate to Douro-Dummer Town Council, August 1, 2023, the evening the Official Plan was set to be approved. Sixty-five community members attended the meeting, making this was the most highly attended meeting in this Councils history. The Council recognized the significance of the delegation and acknowledged that this Plan was a death-sentence to their township.

The Councilors and Mayor put the brakes on the Plans approval. The Plan will now be stalled until the residents of ALL the “lower tier” municipalities in Peterborough County have more public input.

Our teams are now planning to have in person Townhalls with the smaller communities and inviting the local Mayors and Councilors. This is a hopeful development and shows benefit of dialogue with Small Town Councils, empowering them to stand up for us, as our elected representatives.

This is an effective strategy to reclaim our communities sovereignty.

Maggie’s’ Speech to Douro-Dummer Council, Warsaw Ontario, August 1, 2023, Revised 02-10-2024

“Like most of the population, I was raised to believe that climate change threatened the planet. I took ecosystems management at Sir Sandford Fleming College and spent several years researching climate change, hoping that one day I would work for the UN.

I found that the so-called climate science was nothing more than propaganda and stemmed from unelected international organizations.

In 1992, CANADA signed on to UN Agenda 21. A total of 178 countries agreed because this international agreement promised them "big money" to go "green".  

Once signed, CANADA became a UN Member State (Nation State), and our towns were in a sense, abandoned or merged with others to form UN CITY STATES.

Brian Mulroney had no right to sign us onto this agreement, and it must not continue to be enforced.

By the year 2000, we saw countries being "governed" by the direction of the United Nations, G7, G20, Council of Foreign Relations, World Bank, World Economic Forum (WEF), World Health Organization, and International Council on Local and Environmental Issues (ICLEI).

Instead of following parliamentary procedures for law changes, the Municipal Primer was sent to all of our local towns in 1994 & outlined how they were to restructure their local governments.

It outlines that 

◦ Our public officials - our elected Mayors & Councilors - were to be partnered with the FCM-ICLEI Partners for Climate Protection Program.

◦ A Chief Administrative Officer (CAOs) was brought in to implement the global agenda instead of a local one.

◦ The International Council on Local and Environmental Issues (ICLEI) became the main source for consultation to push and fund the global agenda. 

◦ It was then that public funds and assets began to be redirected to private development goals & foreign investors under the guise of "saving the planet." 

Now to review the Official Plan for Douro Dummer on the table tonight

Under the UN CITY STATE arrangement, Peterborough County holds planning responsibility for Douro-Dummer. They also hold the Chair position for the NGO Sustainable Peterborough, which is partnered with ICLEI .

An Official Plan for a community should depend on engagement by those who live and work in that area. This Plan was pushed through during Covid, with much of the growth data being skewed during the emergency measures.

1. Martina Chait-Hartwig (Acting Clerk) is not from this area, nor was she elected, yet she took on a pivotal role in decision-making for this Official Plan, with nearly zero community engagement (other than posting online).

2. Douro-Dummer is not even a single percent of the proposed population growth for Peterborough County. Despite provincial and local pushback, Peterborough County is still driving all growth to "Settlement Areas" like Cavan, Lakefield (Selwyn) and the City of Peterborough. This Plan is essentially a plan to dissolve Douro-Dummer. Based on the growth analysis alone, this council should reject this report.

3. Furthermore, this Plan classifies most of Douro as" Prime Agricultural" based on faulty Provincial mapping. Douro loves its farms, but the "protection of agricultural areas" by top-down governance remove farmers' rights to sell off parcels of their land, and many would argue that does the opposite of protecting agricultural land. The councilors, mayor and local residents all share in this concern and do not feel this aspect of the Plan is in the best interests of Douro-Dummer. 

Now I'd like to shift gears to the portion of the Plan referring to climate change and review the Environmental Committee Reports out of PTBO this year.

Firstly Report, PEAC 23–010

 ◦ In here is a link to a plan that identifies actions required to achieve NetZero by 2050. 

◦ Measures include a vague reference to "targeting mobility." 

In Report, PEAC 23–002 

◦ it states that Peterborough declared a Climate Emergency in 2019. No local event triggered this declaration. It came into effect purely through the UN's global agenda. 

◦ This report states that the city participated in ICLEI Canadas, Advancing Adaptation Project and received a grant of $15,000. Big money for going green. A review of our Canadian Municipalities will find billions of dollars being funneled through ICLEI from the UN

◦ Most disturbingly, it states that the recent reductions in GHG emissions were PRIMARILY the result of COVID-19 pandemic "modifying our travel patterns"; this is repeated in report PEAC 23–009 

◦ When you put this together with the previous statements about "targeting mobility", the question of whether our SACRED mobility and legal rights of Canadians are now at stake.

Remedies

Regardless of Canada being a UN Member, no level of government has the Authority to implement foreign mandates, policies, treaties or any agreements that violate the Canadian constitution, the Charter of Rights and Freedom, the Bill of Rights or the Coronation Oath. Conspiring with foreign powers to assist in any act preparatory to the takeover of our nation is an act of treason according to section 46(1) of the Canadian Criminal Code.

With that, I would like to present a few options to save DD and your office's integrity and begin setting an example for the rest of the country.

You, who were elected, are the government. 

The city staff is not the government. 

The Mayor and Council appoint the CAO and can therefore fire the CAO.

Prior to the Municipal Act of 2001, Mayors appointed their staff. 

You can appoint a local CAO to administer that role moving forward.

You can reassess the contracts you signed with the city and undo the public-private partnership. 

You can work with a lawyer to assess the validity of these claims; we likely have a few in the crowd here tonight that would be honored to help you.

We want to help you step into your true Authority as Mayor and Council to serve and protect this community as our elected representatives. 

Failing this, several Human Rights Organizations have drafted Notices of Liability. They are already being distributed to Mayors, Councilors, CAOs and City Staff nationwide. 

But we want to believe that you took on this role to serve the people of this region and that together we can reclaim our country one small town at a time.

This was done through the power of the pen and can be undone through the same power.
